Tsu Castle is now more park than fortress, but the moats, stone walls, and reconstructed turret still give the city a centre of gravity. The castle was rebuilt in the early Edo period under Todo Takatora, one of Japan's great castle builders.
Go for a short walk rather than a full castle visit. The ruins are free, easy to reach, and best combined with Tsu Kannon and the nearby museum district.
