Shirotori Zoo is Kagawa's small, informal animal park on a hillside above town. It is not polished in the way big urban zoos are, but visitors come for the close-up animal encounters, white tigers, elephants, birds, and the loose, family-friendly atmosphere.
Treat it as a local family outing rather than a major wildlife attraction. If you are travelling with children through eastern Shikoku, it can easily justify the stop.
