Tokushima is compact — the central sights cluster around the river mouth and the foot of Mount Bizan, with the Naruto whirlpools a half-hour bus ride north. If you can time a visit for the Awa Odori festival in mid-August, do it; otherwise the Awa Odori Kaikan does a respectable year-round substitute.
