The Pangasinan Provincial Capitol is one of the handsomest civic buildings in northern Luzon, set near Lingayen Gulf with a wide lawn and formal lines. It gives Lingayen a sense of provincial ceremony that many Philippine capitals have lost.
It is worth seeing together with Casa Real, the co-cathedral, and Lingayen Beach. Even if you do not go inside, the building anchors a good short walk through the old government quarter.
