The Navajo Nation Museum is the best indoor introduction to Window Rock and to the wider Navajo Nation. Exhibits, archives, programmes, and the library focus on Navajo culture, language, history, and contemporary sovereignty rather than treating the Nation as a static past.
Go here early in the visit. It gives useful context for the government campus, nearby memorials, and the landscapes you will cross elsewhere in Navajo country.
