The Texas Ranger Hall of Fame and Museum is official, earnest, and very Texas. It covers the Rangers as frontier force, law-enforcement agency, and myth machine, with weapons, badges, photographs, and memorabilia.
The museum is most useful if you want context for how Texas tells stories about itself. It is close to Baylor and the riverfront, so it fits easily into a downtown Waco day.
