Pengambengan is the working coastal counterpoint to Negara's inland town centre. The port is full of brightly painted fishing boats, many with the long, high prows associated with Madurese crews, and the place is at its best when boats are being prepared or unloaded.
This is not a sanitised harbour promenade. Go for colour, work, nets, diesel, and the sense that west Bali is tied as much to the Bali Strait as to temples and rice fields. Morning is usually the most rewarding time to look around.
