Pura Rambut Siwi is the strongest single sight in the Negara area: a large Balinese sea temple set above the Indian Ocean, with black sand below and rice fields inland. It is far less crowded than the famous sea temples closer to the south, which is part of the appeal.
The name means "hair worship", tied to the legend that the priest Dang Hyang Nirartha left a lock of hair here. The main complex is built in warm red brick, and steps lead down toward cave shrines and the beach. Dress properly and move quietly; this is an active temple, not just a viewpoint.
