The Gunma Prefectural Government Building is a useful first stop because it explains the geography at a glance. From the upper observation floor you can see Maebashi spread across the plain, with Mount Akagi, Mount Haruna, and the wider Gunma mountains framing the city.
It is more civic tower than romantic landmark, but the view is free and especially good in clear weather or after dark.
