Pham Ngu Lao is the neighbourhood in western District 1 that has been the base for budget travellers since the 1990s. Named after the street at its centre, it contains the highest concentration of hostels, budget guesthouses, tour agencies, motorcycle rental shops, and cheap restaurants in the city. Bui Vien Street runs through its southern end.
The neighbourhood is noisy and busy but has improved significantly in recent years — better guesthouses, more varied restaurants, and slightly less aggressive touts than a decade ago. It is not the only place to stay in Saigon (District 3 is quieter and more residential) but it is the most practical base for first-time visitors who want everything within walking distance.
