Parque Reforma is Tuxpan's central square, with fountains, snack vendors, municipal buildings, and the ordinary life of the town passing through it. It is not grand, but it is a useful first stop for getting your bearings.
Walk a block south afterwards to the Pantepec River path for a better view and a bit more breeze. The square works best as part of a wander through the centre rather than as a destination on its own.
