Wheeling's downtown is compact and flat, built along the riverbank in the 19th century when the city was prosperous enough to put up serious architecture. Centre Market — an 1853 market house — is the heart of it, still functioning as a public market. On Wheeling Island, the mid-river sandbar connected by bridge, you'll find a dense grid of Victorian houses in various states of preservation. The contrast between the ornate brick facades and the post-industrial quiet of the streets around them is striking. The island also has a horse racing and gaming facility at Wheeling Island Hotel-Casino-Racetrack if that's your thing.
