Parque El Libertador is Guaranda's main public room. It is a good place to start because the city is modest: people-watching, colonial-era buildings, and the ordinary rhythm of a highland provincial capital matter as much as any single monument.
The park is liveliest in the early evening, when locals come out to walk, talk, and sit around the square.
