Costanera Promenade

The Costanera is Salto's waterfront promenade, running along the Uruguay River through the northern and southern parts of the city. The northern section is the more active, with joggers, cyclists and families in the evenings, views across the wide river to Argentina's Entre Ríos province, and a handful of bars and snack stalls. The river here is wide enough that the far bank sometimes disappears in river haze.

The walk along the Costanera is the best way to understand Salto's relationship with the river — it is a border city, but the river feels more like a shared space than a dividing line. Ferry boats cross to Concordia, Argentina, from the port terminal at the northern end of the promenade. The Costanera is at its most atmospheric in the early evening, when the sunset turns the water orange and the temperature finally drops.
