The Chocolate Hills Complex at Carmen is the main viewing point — a concrete observation deck built on top of one of the hills, from which you look out over a sea of identical brown cones in every direction. In the dry season (roughly November through May) the grass covering the hills turns brown, which is when they earn the name. In the wet season they are vivid green but still arresting.
Admission to the viewing complex is charged, and there are steps to the platform that require some effort — around 200 steps in the version at Carmen. The complex also has a restaurant and a viewing tower for different perspectives. Arrive early morning or late afternoon for better light and fewer tour groups; midday is hot and crowded. The site is busiest at weekends and during Holy Week.
