Pagudpud is on the northern coast road of Ilocos Norte, about two hours by bus or van from Laoag. Laoag has the nearest airport and is the usual jumping-off point for travellers coming from Manila.
Long-distance buses from Manila run through Ilocos, but the trip is slow. If time is short, fly to Laoag, then continue north by road.
