Wushi Harbor was once an important entry point for Yilan, before silting, railways, and roads changed the coast's trade routes. Today it is a more visitor-facing harbour, with seafood, surf access nearby, and boats heading out toward Guishan Island.
It is not pretty in every direction, but it is useful and lively. Combine it with Lanyang Museum, which sits close by, and you get a good quick read on Toucheng's sea-facing side.
