Hue is a manageable city to navigate. The main sights split between the Citadel area on the north bank and the royal tombs spread along the Perfume River south of the city.
Bicycle is the most pleasant way to see the city and riverside. Rental shops near the main hotels on Pham Ngu Lao and Nguyen Tri Phuong streets charge around 50,000–80,000 VND per day. The route along the south bank to the Thien Mu Pagoda and Tu Duc Tomb is mostly flat and scenic.
Motorbike rental is faster for reaching the more distant tombs (Minh Mang is about 12 km from the city centre). Rates start around 100,000–150,000 VND per day. If you prefer not to drive yourself, hiring a xe om (motorbike taxi) driver for a half-day tour of the tombs is efficient — negotiate before setting off and expect to pay 200,000–300,000 VND for four to five hours.
Dragon boats on the Perfume River are the classic way to visit the Thien Mu Pagoda and the tombs accessible by water. Boats depart from the south bank near the Truong Tien Bridge.
Taxis and ride-hailing apps (Grab works well in Hue) are useful during the rainy season when cycling is unpleasant. The city is small enough that most trips across town cost under 50,000 VND.
