Picnic Point is Toowoomba's best view: a park and lookout on the edge of the Range, with the land dropping away toward the Lockyer Valley. It is the place to understand why the city feels like a highland retreat rather than another Queensland regional centre.
There are lawns, short walks, and cafe facilities, but the real point is the escarpment. Go in clear weather, or late in the day when the valley light is softer.
