Kukës' Underground City was built beneath the new town during communist Albania, intended as a deep shelter with enough space for military and civic functions. The tunnels sit about 30 metres below ground, a reminder of the bunker logic that shaped much of the country.
Visits need local arrangement, so don't assume you can simply walk in. If you can get access, it is one of the stranger Cold War sights in northern Albania.
