The short funicular runs from Neftchilar Avenue, by the seaside boulevard, up to Highland Park beneath the Flame Towers. The trip takes about four minutes. It first opened in 1960 and has been rebuilt and reopened several times since, with the present cabins dating from 2012.
It is a tourist transport rather than serious public transit — locals walk or drive — but the views from the cabin windows make it worth the small fare. From the top you are a short walk from Martyrs' Lane and the best panorama of central Baku.
