Lenkoran lies on the main road south from Baku to Astara and Iran. Buses and shared taxis are the usual public transport, and the trip from Baku is long enough that it is worth starting early.
The city also has a small airport, though schedules can be limited. If you are continuing to Astara or the Talysh Mountains, Lenkoran is the most useful southern base for arranging onward transport.
