Africa Beach and the adjoining promenade show Haapsalu at its gentlest: shallow water, reeds, wooden resort architecture, and long views across the bay. The name is odd, but the place is straightforwardly pleasant, especially in the long light of an Estonian summer evening.
This is not a dramatic swimming beach. It is better for strolling, pausing on benches, watching birds and boats, and understanding why Haapsalu became a spa and seaside town rather than just another small place on the west coast.
