Thunder Bay has a more interesting food scene than its size might suggest. The city has a large Finnish community — descendants of immigrants who came to work the mines and forests — and you'll find Finnish bakeries and rye breads alongside the usual Canadian diner fare. The waterfront area on the north side has the best concentration of restaurants.
