Pepper Park is the small bayfront park at the foot of National City, looking north across San Diego Bay toward downtown. It has a fishing pier, a basic playground, picnic tables, and a launch ramp for kayaks and small boats. The view of the downtown skyline at sunset, framed against the cargo cranes of the harbour, is the best in the city.
The park sits inside an industrial port area — container yards, ship repair, and the Pasha Automotive terminal — which makes the contrast interesting rather than unpleasant. Bring a meal from one of the Filipino restaurants on Highland Avenue and eat by the water.
