BART is the backbone, with several stations running through downtown and into the neighborhoods. AC Transit buses fill in the gaps and are the main way to get along the commercial corridors. The city is bikeable and getting more so — dedicated lanes connect many of the main neighborhoods, and bike share stations are plentiful. Driving is easier and cheaper than in San Francisco, but BART and biking will cover most of what a visitor needs. For the hills and the zoo, you will want a car or a rideshare.
