Downtown Helena is compact and walkable. Last Chance Gulch, the Capitol, the Historical Society Museum, and the trailhead for Mount Helena City Park are all within comfortable walking distance of each other. For the airport or the surrounding area you'll want a car — Helena's public transit is limited. Most visitors rent a car at the airport, which also makes sense if you're using Helena as a base for day trips toward the parks.
