Dover rewards visitors who slow down. The old mill district along the Cocheco River is the backbone of the city — brick buildings that once powered New England's textile economy now serve as apartments and creative offices, and you can read the whole story just by walking the riverbanks. The Woodman Institute Museum is the single best reason to come, but Garrison Hill's tower and the waterfall visible from downtown bridges round out a satisfying half-day.
