The Madeira Riverfront is Porto Velho's most useful place to feel the city rather than just tick off sights. Boats, bars, broad water, and sunset light make the river more memorable than much of the built centre.
Go in daylight or early evening and keep normal city awareness. The river is the reason Porto Velho matters, and this is the easiest place to see it.
