Tetouan's kasbah is a weathered hilltop fortress above the city. The structure itself is rough and partly closed off, but the walk up is rewarded with views over Tetouan and the mountains beyond.
Treat it as a viewpoint and an atmospheric outer stop to the medina rather than a fully restored monument.
