Penglai is compact and honest: its main sight is the pavilion complex on the headland, which is genuinely dramatic, and the remaining time can go to the ancient ship museum, the seafront promenade, and a ferry to the Changdao Islands. A half-day on arrival from Yantai and a morning departure is realistic; a full day allows you to see everything without rushing.
