Happy Valley is a Tibetan settlement below and west of the main Mussoorie ridge, established after 1959 when Tibetan refugees began arriving in India. The Tibetan Homes Foundation school is here, as well as a monastery and a small market with Tibetan handicrafts, woolens, and food.
The area has a noticeably different atmosphere from the rest of Mussoorie — quieter, with a distinct cultural character. The viewpoint near the settlement looks south across the Doon Valley toward Dehradun and the plains beyond. It is also the base area for the Lal Bahadur Shastri National Academy of Administration, India's civil service training institute, whose campus sits on the ridge above.
