Tagbilaran has a modest but growing restaurant scene, centred mostly around the downtown area and the road to Panglao. Street food stalls and local eateries serve Filipino staples at low prices, and a few places stand out for fresh fruit shakes and grilled seafood.

Garden Cafe on JS Toralba Street is a long-standing local favourite, known for its fresh fruit shakes. Gerarda's near the port is popular for grilled seafood and kare-kare (oxtail peanut stew). For cheap Filipino breakfast — sinangag (garlic fried rice), eggs, and tocino — the carinderias along Gallares Street open early and serve exactly what you need before heading out on a scooter for the day.

The best food is often found at night markets and street stalls: look for inihaw (grilled skewers) of pork, chicken, and innards along CPG Avenue after dark.
