Cat Ba's restaurant scene is split between the seafront strip of tourist places — Vietnamese standards, pizza, decent seafood — and the harbour-front fish kitchens where you choose a live fish from a tank, agree the price, and have it cooked. The latter is the more memorable option. Vietnamese pho and bun cha stalls in the back streets are cheap and reliably good.
