Hoa Binh's main draw is its landscape: a vast reservoir ringed by limestone peaks, Muong and Thai villages tucked into river valleys, and the spectacle of one of Southeast Asia's great dams. The city itself is a functional provincial capital with little to detain you — the sights are outside it.
