The centre of Bacalar is walkable, but lagoon access points and cenotes spread south and north along the shore. Taxis are useful for short hops; bikes work if you are comfortable with heat and traffic.
For the water, kayaks and small boat tours are widely available. Pick operators who explain where not to swim or stand, especially around stromatolites and shallow lagoon edges.
