St Eustatius is one of the most rewarding islands in the Dutch Caribbean precisely because so few people come. The diving, the hiking on The Quill, and the remarkable concentration of 18th-century history are all accessible without the crowds that have smothered larger islands. Oranjestad is small enough to explore on foot in a morning.
