The Amador Causeway has the best concentration of restaurants near Balboa, spread along the 6-kilometre breakwater between the mainland and Isla Flamenco. Seafood dominates — ceviche, fried fish, rice with shrimp — at a range of prices from casual open-air spots to proper sit-down restaurants with harbour views.
The causeway is busiest on weekend evenings when Panamanians come out to cycle, walk, and eat. On weekday lunchtimes it's quieter and better value. Most places have outdoor seating facing the Canal approach, where you can watch ships anchored offshore waiting to transit. Walk the causeway first before committing to a restaurant — the options spread out all the way to Isla Flamenco at the far end.
