Heisler Park

Heisler Park runs along the bluffs above the ocean at the north end of Laguna Beach, a narrow strip of well-maintained garden with benches, palm trees, and a series of staircases descending to rocky coves and tide pools below. The park sits above Divers Cove, Fishermen's Cove, and Picnic Beach — all protected as part of a marine life refuge, which means the tide pools retain an unusual abundance of sea stars, anemones, urchins, and the occasional octopus.

The views from the bluffs are among the better coastal panoramas in Southern California — looking north toward Dana Point and the Santa Ana Mountains, south toward the town and the Pacific. The coves below are popular for snorkeling, kayaking, and simply getting in the water. Parking at the park is limited; walking from downtown is the better option.

A story
Heisler Park was donated to the city by a local businessman in the 1920s and has been maintained as a public blufftop garden ever since. The Marine Life Refuge below it — established in 1970, the first in California — protects the rocky coves from fishing and collection, which is why the tide pools here are so richly populated compared to unprotected beaches to the north and south.
