A car is essential for getting the most out of Willows. The Sacramento National Wildlife Refuge requires driving the six-mile auto tour loop, and the surrounding rice country is best explored by car along the flat county roads east and south of town. Downtown Willows is small enough to walk, but there is no public transport within the area.
