Howard's Pub is the closest thing Ocracoke has to a town institution. Open every day of the year — including during hurricanes, famously — it serves a broad menu of burgers, sandwiches, and seafood from early afternoon until late at night. The outdoor deck is the best place to be on a warm evening. It is also one of the only places on the island where you can get food after 9pm, which makes it indispensable. The raw bar does good work with local clams and oysters.
