Valparaíso is built on forty-odd hills above a working port, connected by funiculars that are more than a century old, and covered in murals that range from municipal commissions to straightforward political argument.
It is a walking city and a confusing one, which is why the tours here are better value than they sound. Several run on tips rather than a fixed price.
