Grahadi is one of Surabaya's important colonial-era civic buildings, set on a prominent central site and still used by the East Java provincial government. Its white facade and formal grounds give a glimpse of the city's administrative past.
Access may be limited because it remains an official building, so most travellers experience it from outside. Even so, it belongs on a central Surabaya walk, especially if you are tracing the city's Dutch, nationalist, and modern government layers.
