Central Pavlodar is fairly spread out but manageable by taxi, bus, or long walks in good weather. The riverfront and main civic sights can be combined in a half day.
In winter, distances feel longer. Use taxis freely when the wind comes off the Irtysh; fares are generally reasonable by international standards.
