Within Tuguegarao, jeepneys run fixed routes for a flat fare of a few pesos. Tricycles (motorcycle sidecars) cover shorter distances and negotiate point-to-point fares — agree on a price before you get in. Both are cheap and ubiquitous; the centre is compact enough that most things are reachable on foot or by a short tricycle ride.
To reach Callao Caves and other sights in Peñablanca, shared vans leave from the Tuguegarao City Grand Terminal throughout the morning. You can also hire a tricycle or jeepney for the day — expect to pay a negotiated rate for a return trip plus waiting time. The caves are about 24 kilometres from the city centre, a 30–40 minute drive on good roads.
For the bus station and the Buntun Bridge area, jeepneys run regularly from the centre. Florida Bus Lines and other long-distance operators depart from the Grand Terminal; reclining sleeper seats on overnight buses to Manila (9–12 hours) make the journey bearable.
