Tuguegarao has a striking climate. The Cagayan Valley is sheltered from both the Pacific and South China Sea weather systems by mountain ranges on either side, which means the city receives less rainfall than most of the Philippines and heats up intensely in the dry season. It regularly records the highest temperatures in the country — readings above 42°C in April and May are common, making it an uncomfortable time to be outdoors for long. Come between November and February for cooler, drier weather that's well suited to cave exploration and river activities.
August is the month of the Pav-vurulun Festival, Tuguegarao's city festival celebrating Ibanag culture. The highlight is the Pancit Batil Patung eating contest, alongside street dancing, beauty pageants, and a battle of the bands. It's the liveliest time to be in the city, though August is also one of the wetter months — expect afternoon showers. The typhoon season runs roughly June through October, with the heaviest rainfall in September and October, when flooding in the valley is possible.
December and January are the most pleasant months overall: temperatures are manageable, trails and caves are accessible, and the river is navigable.
