Nong Khai's food scene reflects its border location — Isaan cooking (spicy, fermented, herb-heavy) mingles with Vietnamese and Lao influences in a way you don't find further south. The riverfront restaurants are the obvious choice for the setting; the market area is better for cheap, authentic eating.
