June to August is Pärnu's real season. The beach is active, cafes spill outside, and the resort side of the city finally makes sense. July is busiest and warmest, with accommodation prices to match.
May and September are good for quieter walks, spa treatments, and lower prices, but do not expect a full beach atmosphere. Winter is subdued; come then only if you like empty resort towns and indoor spa time.
