Central Tver is walkable once you are near the Volga. The main sights are spread between the Imperial Travel Palace, Soviet Square, the river embankments, and the old merchant streets on the opposite bank.
For longer hops, use buses, marshrutkas, or taxis. Traffic is usually manageable by Russian city standards, but winter pavements can be icy and river winds make short distances feel longer.
