Often overshadowed by the Guggenheim, the Fine Arts Museum holds a genuinely impressive collection spanning Flemish masters, Spanish Golden Age painting, and Basque artists. El Greco, Goya, and Zurbarán are all represented, alongside works by the Basque sculptor Jorge de Oteiza. Admission is much lower than the Guggenheim, and the crowds are a fraction of the size. Free on Wednesdays.
